New Cell Phone Driving Laws go into effect on July 1, 2008. The first law prohibits all drivers from using cell phones while driving. The second law allows people over 18 year old to use "hands free" device, such as blue tooth, ear-phone, and speaker phones while driving. So drivers under 18 are prohibited from using cell phones while driving.
Police officers will patrol from 7/1/2008, and $20 fine will be charged for the first time, and $50 fine will be charged from the 2nd time. The fines can be more than triple amount of the base amount. The violations will be recorded in driving records, but points will not be deducted. I wondered car insurance premium will be increased for this violation or not....
This law is effective to all drivers in California, including out-of-state visitors.
